2022 Outlook for Public Transport

Opening of Thomson-East Coast Line Stage 3

Following multiple delays, the Thomson-East Coast Line Stage 3 from Mount Pleasant to Gardens by the Bay is expected to open later this year.

* – Mount Pleasant & Marina South stations will open in tandem with the completion of public housing developments in the area.

New MRT and LRT Trainsets

The first few Bombardier Innovia APM 300R (C801B) trains for the Bukit Panjang LRT are expected to arrive in Singapore later this year. 19 single-car C801B trains were procured, to replace the 19 C801 trains which entered service in November 1999.

The Bombardier Movia CR151 trains are also expected to be delivered this year before being put into passenger service from 2022.

More Alstom Metropolis C851E trains are expected to arrive, following the delivery of multiple trainsets for the North East Line last year. These trains are destined for the North East Line and Circle Line.

All 91 Thomson-East Coast Line (TEL) CT251 trains are expected to be delivered by this year, subjected to delays.

 

Integrated Train Testing Centre

The first phase of the Integrated Train Testing Centre (ITTC) is targeted for completion by end-2022, in time for the testing of Alstom Metropolis C851E trains for Circle Line 6 in 2023. Full completion is expected by end 2024. The 50 ha site is situated at the former site of the Raffles Country Club, and enables the testing and commissioning of rolling stock and rail subsystems for both new and existing rail lines.

New Electric Double Decker Bus

The BYD K9RC double-decker electric bus is expected to begin revenue service trials later this year.

New Bus Interchanges and Terminals

A part of Hougang Central Bus Interchange is expected to be relocated to facilitate the construction of the Cross Island Line, and a Temporary Bus Parking and Driver Facility is expected to be opened for service soon.

Tampines North Temporary Bus Interchange is scheduled for completion by 2022, in tandem with upcoming residential developments in Tampines North. Buangkok Integrated Transport Hub is also originally scheduled for completion this year.

No bus packages are due for renewal this year, as five of SBS Transit’s contracts have been extended at a revised service fee rate as part of the Transition of Downtown Line to Version 2 of the New Rail Financing Framework from January 2022,

 

Autonomous Buses

In 2017, Punggol, Tengah and Jurong Innovation District were identified as areas where residents and workers can turn to self-driving buses and shuttles for their first- and last-mile commutes from 2022. At these three new towns, it is envisioned that robot buses will run scheduled services during off-peak periods to complement human-driven ones, while driverless shuttles can be summoned on demand by commuters.

    Since SBST need buses for their retiring B9TL CDGE and some Euro IV Scanias,TTS should lease back all the 39 Batch 2 Euro V A22 and transfer 40 Batch 2 Citaros to SBST.TTS will be left with Batch 1 and 6 Batch 2 Citaros.

    TTS Bulim should transfer 5 3-Door A95 to Mandai for Enviro500 3-Door.They should also transfer all the remaining 10 SG B9TL to Mandai for exchange with 10 Batch 1 Euro VI A95.Mandai also can transfer 10 Euro VI A22 to Bulim.

    Go-Ahead should send 5 units 3-Door A95 to storage and take the remaining 5 Enviro500 3-Door.They should also transfer 5-10 Batch 2 Citaros to SBST.Lease 1-2 Euro V A22 and a couple more Euro VI A22.

    SMRT Kranji should transfer 1-2 A24 to Mandai.

      GA is not taking in the last 5 3-doors ADL. The last 5 units are going to TTS Mandai to replace 5 more SMB Enviros which will go to Bulim to replace 5x B4 Wrights to be transferred to SBST.

      The 23x 3-door A95s in GA’s fleet have replaced 23x B4 Wrights that went over to SBST.

      I don’t think SMRT will be transferring any of their A24s to Mandai, and I don’t see why it needs to.

      To be frank, I also don’t see a need for SMRT to transfer the 8 E5 SG A95s to SBST, if need to transfer buses, it should be the Wrights that should go over, then the excess E6 B2 A95s from the former SMRT AMDEP can fill up the gaps.

      GA and TTS definitely deserve all the SG-reg A22s and E6 A22s by transferring out SBS-reg Citaros.

      Given the current worldwide AdBlue shortage, I don’t think it is wise to retire the €4 KUBs just yet.

      On too of it, I don’t understand why the CDGE B9TLs were all resprayed only to be decommissioned early. The resources could have been used for the €5 KUBs instead.

        One reason is that LTA doesn’t want to lease many buses from SBST eg CDGE B9TL,KUBs.SBST expect to deregistered on time but LTA want to expedite at the expense of other operators buses.

    I’m looking forward to the completion of TEL3 the most! Hope it can open in the first half of 2022!

    Not mentioned in this article but I think Bidadari ITH will likely open this year. If streetdirectory.com is accurate, it should open by Sep 2022. Buangkok ITH on the other hand may be delayed to 2023 instead.

    Most rubbish is the extension of 5 bus packages to SBST.
    2021 is the year of SBST,LTA is also pro-SBST.

      I think it makes sense that SBST gets the biggest share of routes since their core business is bus operations and they have the longest history in running public bus routes in sg but I still think the contract extension for the 5 packages is kinda unfair to other operators (and potential new entrants, if there will be any) since they don’t get the chance to compete at an equal playing field with SBST until the 2030s. I feel the remaining 4 packages held by SBST should be given to other operators at least to make up for it. I hope LTA doesn’t award a contract extension to Bukit Merah and Seletar packages and open a tender for these 2 packages in 2023. Personally I feel that LTA can award Seletar and Bukit Merah packages to TTS instead.

        That’s my point,History is history.Since SBST also operate Rail and potentially win the Jurong region line they should be limited to 5-6 bus packages only.
        SMRT only operates two bus contracts since they operate majority of the rail lines.LTA is too protective of SBST.

          Is that why Jurong bus package wasn’t extended? Waiting for JRL?

          Anyway, SKDEP completion most likely delayed by Covid-19, hence Hougang package tender deferred till 2024. Most probably farmed out in tandem with Loyang in late 2023.

            JRL earliest operation is only from 2026.
            Sengkang already get extension till 2024.
            Choa Chu Kang also might get extended till 2024 cause of the changing of construction company.

            What GAS,SMRT or even TTS can hope is to win Seletar,Woodlands & Loyang in 2023,Jurong and Sengkang in 2024.
            Bukit Merah i doubt so unless 160 & 170 change package to Clementi.
