Changi Airport Terminal 1 Carpark Shuttle is a withdrawn shuttle bus service connecting Terminal 1 (Arrival Pick Up) to Terminal 2 Departure Hall and the new Terminal 1 Car Park (formerly Car Park 2B). The shuttle was introduced to facilitate the closure of the T1 Car Park for the redevelopment of the existing site. It was withdrawn without notice in February 2015 due to poor demand, as this service entirely duplicates the Skytrain service serving T1 and T2.

History:
- 2014 (17 Oct): Introduced as a free shuttle service on a test basis till 21 October 2014. Operation hours were 1000hrs – 0459hrs (the next day) with extension to stop at Terminal 3 from 0230hrs to 0459hrs.
- 2014 (12 Nov): Re-Introduced as a free shuttle service on a permanent basis till 2018.
Operation hours reduced to 1200hrs – 2100hrs. - 2015 (Feb): Withdrawn without notice, like due to poor demand.
With the relocation of the T1 Car Park to T2, measures were put in place to facilitate the movement of airport users between the two terminals. In addition to the existing Skytrain service, Changi Airport Group would introduce a free shuttle bus service to connect T1 and T2, in which the trial started on Friday, 17 October 2014 till Tuesday, 21 October 2014. The shuttle service was reintroduced on 12 Nov 2014 when the T1 open air carpark is permanently closed for the construction of Project Jewel @ Changi.
The shuttle service operated daily at 5 minute intervals, with convenient boarding and alighting points at T1 (Arrival Pick Up) and T2 (Departure Hall). It will also alleviate loading on the Skytrain between Terminal 1 and 2.
Shuttle Bus Fleet:
New Yutong ZK6126HGA buses were procured for use on the shuttle service, operated by Woodlands Transport Pte Ltd and stickered with the Changi Airport orange and purple livery. The buses are of a low-entry design, featuring wheelchair accessibility via a manual ramp at the rear door. They are also configured with luggage racks for commuters carrying baggage.
These buses have a seating capacity for 21 passengers.
Fare: This is a free shuttle service.
Fleet: The Terminal 1 Carpark Shuttle fleet fully comprises Yutong ZK6126HGA private buses with 21 seats, orange livery and elongated rear EDS units from Woodlands Transport Pte Ltd.
