Bus Service 984 serves new housing estates in Brickland, as well as existing housing estates in Choa Chu Kang & Keat Hong, with direct links to Jurong East & Bukit Panjang, as well as other amenities along its route.

Buses layover at Gali Batu Bus Terminal, where no boarding and alighting is allowed.

This service is introduced under the LTA’s Bus Connectivity Enhancement Programme (BCEP), a ~$900 million government scheme that funds the purchase of new buses, infrastructural improvements, and operating costs of new bus services between 2024–2032.

Plans

Plans for Bus Service 984 were revealed to the media on 8 June 2025 by Acting Transport Minister Jeffrey Siow. The route was one of eight services planned for the Brickland and Tengah areas due to be launched by end-2026, and would connect Brickland to Bukit Panjang and Jurong East MRT stations.

This new service number, 984, was revealed by Mr Siow on 10 August 2025 as part of a media engagement. A follow-up social media post on 9 October 2025 revealed that Service 984 would be operated by Tower Transit and would launch shortly.

On 26 October 2025, a social media post by Dr Vivian Balakrishnan (Minister for Foreign Affairs; MP for Holland-Bukit Timah GRC) featured a route map of Bus Service 984, presumably prepared by LTA. The map indicated that there were plans for Service 984 to serve Keat Hong Close, but this sector was omitted in the final route.

      You’re a strange kid… why will LTA listen to you for route suggestion?
      Though it is quite obvious that service 984 is going to run through BKE/PIE
      Or else it will take very long for the service to traverse from Bukit Panjang to Jurong East

    Tengah should have bus to woodlands and Punggol right?? Connecting 3 estates including sumang and kadaloor… maybe 873?

      Punggol? I don’t think they want to make that kind of long distance buses anymore, that is if we don’t count the 65x, 66x and 67x buses.
      Woodlands? I can see them doing it since it’s geographically closer. This Tengah – Woodlands route likely to start whenever the roads in Tengah East starts to connect to the other side of Tengah.

      Maybe can introduce a new bus service between Tengah Int and Punggol Coast ITH. However, the berth for Punggol and Woodlands (both ITH and TBI) is full. Keep in mind that Woodlands TBI requires high demand for service 950 until RTS opens next year.

        Tengah to Punggol are unlikely since they don’t really make that kind of long distance route anymore.
        Tengah to Woodlands are more likely to have one.

      WL Transit (my former classmates) (deleted) did make the 874 route suggestion from Tengah to Punggol Coast but only have to split into two bus service and I know Woodlands Int is full

    As others have said, it being 984 suggests it starts in the CCK area, and JS said as much on 8 June. So it sounds like we’ll have another bus starting from a bus stop, possibly the 3008X pair.

    I find the rephrasing of 984’s route in the recent engagement interesting, that he said it’ll connect Brickland residents to JE and BPJ, making it sound like it’s possible for it to start at BPJ, pass through Brickland then head to JE.

    Anyway assuming it starts in Brickland, possible routing could be start on Brickland Road, turn left to CCK grove, follow 983 to BPJ, then follow 178 to Old Jurong Road, plying Avenue 6 and turning onto BBT avenue 1 and JE central.

    Not the biggest fan of this routing since it goes one big round to get to JE, and Upper Bukit Timah has heavy duplication already. But this sort of follows the trend in buses like 870 and 872 to go straight from the neighbourhoods to the MRT, as opposed to 871 that winds through every side street first.

    Can they take this chance to kinda introduce a non-TT operator into Tengah?

    984 can be in the CCK-BP package, and be operated by SMRT.

    Meanwhile, they should consider transferring 870 (at Jurong Town Hall) to relocate to Clementi package, so that it can be operated by SBST.

    Tengah has the potential to have TT, SMRT and SBST operating the public bus routes at the same time. I feel that they shouldnt waste it.

      I agree with Tan Jun Wei’s comments. Why must it be exclusively be TTS only to operate in Tengah? So that means Jurong East and Tengah can only be operated by TTS only just because they are in charge of the package? I mean if you are talking about old times, where bus services were only operated back then by SMRT Buses and SBS Transit only, then i cannot say anything. Now we got 4 operators operating different packages in different parts of Singapore.

      Now feeders operated by the bus operator does not have to be the anchor or main operator. 2 good examples would be Yishun and Clementi, TTS is anchor for Yishun but feeders are operated by SBST in different package, with the exception of 801, For Clementi, feeders are operated by TTS but anchor operator is still SBST. Woodlands another fine example. 7 long distance bus services, including 963 and 966 which does not passby Yishun or Sembawang but yet included into the Sembawang-Yishun package but operated by TTS.

      So, it could be SMRT Buses or heck even SBST operating 984. Give other operators a chance also instead of just TTS. Unless you are telling me TTS got 100% exclusive rights to operate present and future bus services in the areas they are operating, then i got no comments.

        You must take note in future,Those Seletar svc like 850E,851,851e, 852 and Yishun feeders will be bundled into Sembawang-Yishun once the Simpang depot is operational and Clementi feeders and 96 will be transfer into Clementi package once the new integrated depot is ready by 2028.Does that make sense to you?

          You just want to insist you are right. You have a big ego. I still think it is reasonable for multiple different operators to operate bus services from the same bus interchange. Why would you even think that Seletar-Yishun bundle will be for one sole operator?

        The way bus services are placed into respective operators are usually based on which depot is closest to its terminals, so as to reduce dead mileage of buses. Take 22 as an example. It got transferred from Tampines Bus Package to Serangoon-Eunos because Bedok North Depot was too far from both AMK & Eunos Int.
        For 984, which operator it goes to will ultimately rely on where it terminates. If its starts near CCK & ends at JE, it is possible for SMRT to operate. However, it this starts from Tengah, TTS is the obvious choice. My opinion? Still TTS, since it is the most convenient option (close depot, anchor operator of JE & Tengah etc)

            I think Serangoon-Eunos was chosen because the depot (Hougang) was situated directly in between both Ang Mo Kio & Eunos, making it convenient for buses to travel to both interchanges without wasting too much
