Bus Service 984 serves new housing estates in Brickland, as well as existing housing estates in Choa Chu Kang & Keat Hong, with direct links to Jurong East & Bukit Panjang, as well as other amenities along its route.
Buses layover at Gali Batu Bus Terminal, where no boarding and alighting is allowed.
This service is introduced under the LTA’s Bus Connectivity Enhancement Programme (BCEP), a ~$900 million government scheme that funds the purchase of new buses, infrastructural improvements, and operating costs of new bus services between 2024–2032.

Plans for Bus Service 984 were revealed to the media on 8 June 2025 by Acting Transport Minister Jeffrey Siow. The route was one of eight services planned for the Brickland and Tengah areas due to be launched by end-2026, and would connect Brickland to Bukit Panjang and Jurong East MRT stations.
This new service number, 984, was revealed by Mr Siow on 10 August 2025 as part of a media engagement. A follow-up social media post on 9 October 2025 revealed that Service 984 would be operated by Tower Transit and would launch shortly.
On 26 October 2025, a social media post by Dr Vivian Balakrishnan (Minister for Foreign Affairs; MP for Holland-Bukit Timah GRC) featured a route map of Bus Service 984, presumably prepared by LTA. The map indicated that there were plans for Service 984 to serve Keat Hong Close, but this sector was omitted in the final route.

Nothing to do with SMRT “performing poorly” bah. If anything TTS is operating Bulim worse than SMRT in Gali Batu.
My guess is because it’s operationally more efficient. The base depot of TTS is in Bulim (and in future Tengah, which better suits the decision). For now Bulim isn’t very close, but it is still located in between both termini of 984, which helps reduce the dead mileage from travelling between depot & interchange.
It may also be because Jurong East is a TTS-heavy operated area, so it probably is convenient for BC & OCC to handle.
One reason could be current SMRT perform quite bad, especially bukit panjang bus routes… Alot of bus breakdown, delays, accidents..
You maybe right. Sigh… I am not sure if there will be further reorganization to the bus packages in the future… If Chencharu, Kallang goes to TTS just because they are operating the main package in those areas, might seem unfair though. They are operating Jurong East, Jurong Town Hall, Bukit Batok, Tengah, Yishun, Sembawang, and got a significant number of services in Woodlands and Clementi as well. What I can say is that TTS is damn bloody lucky to win the 2 packages that they have because the areas they are responsible for like Tengah and Yishun are still growing… Go Ahead almost 10 years presence but currently only with 1 package..
Agree, bukit panjang quite bad services, 3 breakdowns, same bus services.. >25 mins waiting etc for high capacity services…
Damn… TTS again. What is so special that they must operate 984? If 984 is going to ply majority CCK and Bt Panjang with only a minor portion of its route in Jurong East, why must give to TTS? Seriously…
It’s confirmed to be TTS operating 984. Many have spotted TTS Route Familiarisation Training Buses running around CCK & Bukit Panjang. According to them they were spotted along Senja Rd, Bukit Panjang Ring Rd, CCK Ave 6 & nearby Phoenix LRT.
oh yea, add on Teck Whye Avenue & CCK Ave 1 as well, spotted a route familiarization training bus under TTS 2 months back
984 will be operated by tower transit. Saw a TTS b9tl with 984 on its eds!
