Why not Svc 384 extend till Punggol Road End (Punggol Settlement)? So at least got two buses serving the road end.

84 will definitely a candidate for Punggol North Int in future bypass the Temp Int and loop somewhere near Sengkang.I hope service like 34,83,85,119 & 136 can start from the new Int
Service 84 is probably going to be rerouted to its original route but plying New Punggol Road to serve the new Punggol Coast MRT Station and Punggol Road End further down the road. Introducing 384 is not a mistake but a carefully planned procedure. Bus stop bays have already been constructed along New Punggol Road and can be seen on Google Streetview. Maybe my speculation can be wrong and a totally new service will be launched, who knows?
