Service 139A was launched on 12 December 2022 to supplement weekday evening peak demand from Toa Payoh Bus Interchange to housing estates at Jalan Rajah and Whampoa. The service was introduced to replace Bus Service 139M, a former full-day supplementary bus service plying Toa Payoh to Whampoa estate (Loop).

The withdrawal of Bus Service 139M came amidst ongoing rationalization of the bus network, with existing Bus Services 129 and 139 also connecting Toa Payoh–Whampoa along the same route.

A previous version of Service 139A also existed between 2012 to 2014 (Toa Payoh → Kim Keat Road (Opp Jumbo Ind Bldg)). This former short working trip was withdrawn following the introduction of Service 139M.
