Service 115 was introduced as a supplementary route to fill up missing transport links, benefiting residents along a short stretch of Hougang Avenue 3 with a direct bus route to Kovan MRT Station and Kovan City. This service uses the former Hougang South Bus Terminal as its terminating stop. Originally introduced as a six-month trial, the service lives on till today despite its low demand.
Formerly operating at frequencies of over half an hour, additional buses were added under the Bus Services Enhancement Programme (BSEP) which improved frequencies tremendously, down to an average of slightly over 15 minutes. This service was also the very last basic bus service to operate with a single bus.
The last bus timing was extended from 6:15 pm to 8:00 pm daily from 3 May 2021, with no change in the overall number of trips daily.

Before any of you try to do something with 115, think of the purpose of 115 in the first place. Why is it only a circular loop. Why doesn’t it operate G/W fashion?
Nothing exists for no reason
As said by the article itself, 115 is meant to
“fill up missing transport links, benefiting residents along a short stretch of Hougang Avenue 3 with a direct bus route to Kovan MRT Station and Kovan City.”
The reason it plies such a route is because of convenience. LTA may be cruel, but they at the very least have a mind to take care of our elderlies. There are currently no bus services from Kovan Hub to HG Ave 3 or vice versa. 115 solves both issues.
The reason it doesn’t operate at G/W fashion is simple: No one is going to take the service from the OPPOSITE side of HG Ave 3.
Now, for the part which I REALLY NEED you to focus on. Why can’t we extend 115 or merge it into another service?
Because, by extending 115, you’ll most likely be forcing the elderly to cross the road! Let’s assume extending to Buangkok (and I don’t even get the concept of this, you’ll be losing the entire Upp Serangoon Rd stretch!). To get to Kovan Hub, elderly will now have to cross opposite HG Ave 3, taking up time and effort. I’ll be straightforward: you’ll be downright cruel to force them to do this.
Merging with 146 isn’t a good idea to begin with. For a start, they serve completely different purposes (146 for the young, 115 for the old). Plus, by merging the two, you’ll still have a link for Ave 3 elderly to get to Kovan Hub, but they’ll have no way back! (Of course, this is assuming the loop is anti-clockwise. If it’s clockwise it will be 10x worse)
That’s all I can manage to write for now. Hopefully you’ll understand 115 better from this. If not, here’s a video you can watch about another bus service which has the same kind of concept: Unidirectional Loops: https://m.youtube.com/watch?v=diZVJTbC3EY&pp=0gcJCdgAo7VqN5tD
