It mainly supplements the high demand for Bus Service 118 from inter-town commuters, connecting the Tampines Expressway transfer stop near Sengkang/Punggol to educational institutions (such as Temasek Polytechnic & ITE College East), industrial buildings and residential estates in Tampines and Simei.

The service was extended to start from Punggol Temp Int instead of TPE (Aft Punggol Rd) from 30 Oct 2023. However, some trips of Service 118A are operated from TPE (Aft Punggol Rd) as well.
