SMRT Express Service 951E is a peak-hour Express service between Woodlands Street 82 and Shenton Way, passing through SLE, CTE, Dhoby Ghaut and Bras Basah. The route operates City-bound trips in the mornings and Woodlands-bound trips in the evenings, and is the twelfth bus service introduced under the Bus Service Enhancement Programme (BSEP).

Express Bus Service 951E provides residents of Woodlands with greater connectivity to Dhoby Ghaut and Shenton Way. By running parallel to the existing North-South Line (NSL), the service provides a travel alternative for commuters who relied on the rail network and existing feeder buses to and from work in the Central areas. The route incorporates a long express sector between Woodlands Avenue 1 and Dhoby Ghaut via Woodlands Avenue 12, Seletar Expressway (SLE) and Central Expressway (CTE), significantly improving journey time for commuters.

This is the twelfth bus service to be introduced under the Bus Service Enhancement Programme (BSEP), which provides more options for commuters using stretches of the existing rail lines that experience persistently high ridership, while ongoing rail enhancement measures are being implemented.

  • 2013 (17 Jun): Introduced between Woodlands St 82 (Blk 875) and Shenton Way (Opp MAS Bldg) during morning peak hours and between Anson Rd (Hub Synergy Pt) and Woodlands St 82 (Blk 816) during evening peak hours as a peak hour one-directional service on weekdays under the LTA’s Bus Service Enhancement Programme (BSEP)
  • 2015 (12 Oct): Amended to ply Woodlands Ave 5 with the introduction of City Direct Service 665, skipping Woodlands Ave 1
  • 2017 (17 Sep): Designated wheelchair-accessible bus route (WAB)
  • 2020 (08 Apr – 01 Jun): Temporarily suspended due to Singapore COVID-19 Circuit Breaker Measures.

    Same situation as 850E, 971E, 982E & 868E; renumber to parent route, extend to nearby interchanges and become full-day trunk services.

    Hoping that SMRT will soon add one earlier bus that start at 7am or 7.05am. Need to reach office (Shenton Way) before 8.30am. Will be good to add one more bus in the evening 6.45pm. Thanks.

    Please improve the frequency of bus 665. Kindly have more intervals or double decker buses as well as the buses are always full
