COS 2025 Rail Expansion – Seletar, Tengah Lines & JRL West Coast Extension

On 5 March 2025, new rail expansion projects were announced by Minister of Transport Mr Chee Hong Tat, during the Ministry of Transport’s (MOT) Committee of Supply (COS) Debate 2025.

Seletar Line

As part of the Land Transport Master Plan 2040 (LTMP 2040) announced back in May 2019, feasibility studies were to be conducted for a then-unnamed rail line serving the north and northeast regions of Singapore.

This proposed rail line is now tentatively called the Seletar Line. Feasibility studies for this line are currently ongoing.

As per LTMP 2040, the Seletar Line could serve areas such as:

  • Woodlands
  • Sembawang
  • Sengkang West
  • Serangoon North
  • Whampoa
  • Kallang
  • Greater Southern Waterfront

Tengah Line

Feasibility studies for another potential new rail line, tentatively called the Tengah Line, are announced to be also ongoing.

The Tengah Line could serve areas such as:

  • Tengah
  • Bukit Batok
  • Queensway
  • Bukit Merah
Greater Southern Waterfront & Potential Line Merger

The Land Transport Authority has preliminarily assessed that the Seletar & Tengah Lines could meet at the Greater Southern Waterfront, with feasibility studies taking into consideration the possibility of linking both lines into a single line.

If feasibility studies confirm that the Seletar & Tengah Lines (or a merged line) are feasible, they will be completed in phases from the 2040s.

More details will be provided as the feasibility studies progress.

Jurong Region Line West Coast Extension

The Jurong Region Line (JRL) West Coast Extension will be implemented in 2 phases. Studies for the JRL West Coast Extension were announced by the former transport minister back in August 2015.

More details for the JRL West Coast Extension will be announced at a later date.

SG need Seletar lines to offer alternative over NSL that is prone to breakdowns.Tengah line also as important and its best Bedok or Tampines can have LRT to back up the feeder service.

Is it possible for Seletar Line and Tengah Line to be conjoined into one MRT line?
Is it possible to bypass Prince Edward Road MRT station?

They haven’t thought long term with the Jurong Regional Line extension.

Based on URA’s Long Term Review 2021 there are plans to move PSA operations from Pasir Panjang to Tuas by 2040s & turn it into a ‘future development area’.

It makes more sense for JRL as above-ground line to follow the nearby West Coast Highway, with one station near Kent Ridge Bus Terminal (main bus lines like 10, 33, 151), another somewhere near the west facing side of Pasir Panjang Wholesale center, before connecting with Haw Par Villa Circle Line station.

The area along West Coast Highway offers more space for an above ground medium-rail line.
