On 5 March 2025, new rail expansion projects were announced by Minister of Transport Mr Chee Hong Tat, during the Ministry of Transport’s (MOT) Committee of Supply (COS) Debate 2025.
Seletar Line
As part of the Land Transport Master Plan 2040 (LTMP 2040) announced back in May 2019, feasibility studies were to be conducted for a then-unnamed rail line serving the north and northeast regions of Singapore.
This proposed rail line is now tentatively called the Seletar Line. Feasibility studies for this line are currently ongoing.
As per LTMP 2040, the Seletar Line could serve areas such as:
- Woodlands
- Sembawang
- Sengkang West
- Serangoon North
- Whampoa
- Kallang
- Greater Southern Waterfront
Tengah Line
Feasibility studies for another potential new rail line, tentatively called the Tengah Line, are announced to be also ongoing.
The Tengah Line could serve areas such as:
- Tengah
- Bukit Batok
- Queensway
- Bukit Merah
Greater Southern Waterfront & Potential Line Merger
The Land Transport Authority has preliminarily assessed that the Seletar & Tengah Lines could meet at the Greater Southern Waterfront, with feasibility studies taking into consideration the possibility of linking both lines into a single line.
If feasibility studies confirm that the Seletar & Tengah Lines (or a merged line) are feasible, they will be completed in phases from the 2040s.
More details will be provided as the feasibility studies progress.
Jurong Region Line West Coast Extension
The Jurong Region Line (JRL) West Coast Extension will be implemented in 2 phases. Studies for the JRL West Coast Extension were announced by the former transport minister back in August 2015.
- Phase 1 (by late 2030s)
From Pandan Reservoir station to West Coast station (interchange station with Cross Island Line) - Phase 2 (by early 2040s)
From West Coast station (interchange station with Cross Island Line) to Kent Ridge station (interchange station with Circle Line)
More details for the JRL West Coast Extension will be announced at a later date.
Cross island line extension should include being extended from Punggol to Yishun, would greatly benefit a lot of commuters

Maybe it is possible to merge Seletar and Tengah Lines and extend the Tengah Line from Tengah to Woodlands North via Lim Chu Kang. The route of the new circle route, the Seletar-Tengah Line (STL) would be as such:
Woodlands North → Sembawang Ind Park → Simpang → Seletar Airport → Serangoon North → Lorong Chuan → Whampoa → Boon Keng → Bendemeer → Kallang → Mountbatten → Katong Park → Marina East → Greater Southern Waterfront → Bukit Merah → one-north → Dover → Maju → Toh Tuck → Bukit Batok → Tengah → Lim Chu Kang → Kranji Ind Park → Woodlands North
The biggest concern I have about these two lines is that they effectively skirt the city. We have already seen issues with the eastern segment of DTL, where it’s many changes and a big detour to get to places that people want to go like the Orchard / Dhoby Ghaut stretch. These two lines look like they have the same issue. It’s no use putting in a train line as a checkbox-ticking exercise whose usefulness is stunted in this manner.
The routing for tengah line is maybe Tengah – Bt Batok- Toh Tuck – Beauty World – Ulu Pandan – Dover – One North – Media Circle – Alexandra – Bt Merah – NE2 or Harbourfront
