On 23 January 2026, the Land Transport Authority published a civil engineering tender for the design and construction of tunnels between Sungei Bedok station and the future Changi Airport Terminal 5 (T5).
The project, designated Contract T318, forms part of the larger 14-km Thomson–East Coast Line Extension (TELe) project, which will see the TEL extended from Sungei Bedok to Changi Airport, and provide a direct rail link between the city centre and the future “mega-terminal” at T5.
Tender Details
- Name: Design and Construction of Facility Building and Tunnels between Sungei Bedok Station and Changi Airport Terminal 5 Station for Thomson East Coast Line Extension
- Tender Number: LTA000ETT26000008
- Reference: T318
The tender closes on 22 Apr 2026, at 4pm.
TELe and LTMP 2040
The tender is the latest development in realising the Thomson–East Coast Line Extension (TELe) plans, which were first announced in May 2019 under the Land Transport Master Plan 2040.
The TELe will extend from Sungei Bedok and pass through Changi Airport Terminal 5, then join up with the existing Changi Airport station, which serves Terminals 1, 2, and 3. It will then incorporate the existing East West Line segment between Tanah Merah and Changi Airport, which is slated for conversion into the TELe.
