Major Incidents

SMRT technicians killed by oncoming train

On 22 March 2016 at around 11.10am, two SMRT maintenance staff were hit by an oncoming train near Pasir Ris MRT station, with train services on the East-West Line between Tanah Merah and Pasir Ris stations suspended for more than two hours.

Nasrulhudin Najumudin, 26, and Muhammad Asyraf Ahmad Buhari, 24, joined SMRT that year and had been undergoing on-the-job training at the time of the accident. They were part of a 15-men technical team, 6 of whom were trainees, that went down to the track to investigate a reported alarm from a condition monitoring device for signalling equipment.

The team made its way to the device in single file along the maintenance walkway after permission to access the track was authorised. As they approached the device, the signal team, led by a supervisor, stepped onto the track before the protection measures were implemented. The supervisor narrowly avoided being hit by the oncoming train, but Nasrulhudin and Muhammad Asyraf, who were second and third in line, were unable to react in time.

The ensuing investigations found that critical safety procedures were not followed, resulting in the deaths of the two men. Protection measures such as setting the speed limit on the affected track sector to 0 km/h so that no train can enter on automated mode, and deploying watchmen to look out for approaching trains, were not taken. SMRT Trains took immediate steps to ensure stricter enforcement of procedures, strengthened system ownership and control across levels and work teams, and tightened supervision within teams to prevent a recurrence.

Actually, the authorities could have extended EWL from Pasir Ris to Punggol, instead of building the CRL Punggol branch line. Operating a single line may be more effective than operating a main line and a branch line. Nonetheless, it could be that EWL if extended further to Punggol would make that line too long, and lack effectiveness (as Punggol people travelling towards Pasir Ris would want go to Changi instead of the city), that’s why they chose to build the CRL Punggol branch line instead.

The CRL branch line should totally be extended to Yishun, seeing that there is a large crowd commuting on buses between the north (Woodlands, Yishun), northeast (Sengkang, Punggol) and east (Tampines, Pasir Ris). This helps it to become a standalone North-Coast Line. A potential extension to Tampines East can also be considered to link it up with DTL. With Punggol becoming a large digital uptown in the near future, there would be significant traffic demand towards Punggol, so I think this investment would be justified.

    My take as below:

    (North Coast Line)
Yishun (NSL) – Yishun East – Seletar Airport/Aviation Centre – Thanggam (SLRT) – Punggol (NEL) – Riviera (PLRT) – Elias – Pasir Ris (EWL, CRL) – Tampines East (DTL)
