Land zoning & Tender
Plans for a future integrated transport hub in the Hougang Central area were first published in October 2024, within a gazetted Proposed Amendment to Master Plan 2019 (Amendment No. MPA20240171). Within these amendments, a ~4.7 ha site was created for a mixed-use development, and given a gross plot ratio of 2.5.
According to the Urban Redevelopment Authority (URA), the proposed amendments are to facilitate a commercial/residential development integrated with a bus interchange and an MRT interchange station to support the demand for housing in the area and allow residents to benefit from the new transport node and commercial amenities.
The integrated development, which includes a Town Plaza, will be bounded by Hougang Avenue 10 and Hougang Central.
An HDB tender for the land parcel was launched on 29 May 2025. On 14 January 2026, the site was awarded to Horizon Residential Pte. Ltd. and Horizon Commercial Trustee Pte. Ltd. (as trustee of Horizon Commercial Trust), a consortium comprising UOL Group and CapitaLand, at the tender price of $1,500,738,338.
According to the developer, completion of the commercial component is expected to be in 2030/2031.
HDB control plans indicate two vehicular access points for the bus interchange: one via the junction of Hougang Ave 6 / Hougang Ave 10, and the other along Hougang Central, outside the existing bus interchange. Both access points will be signalised full movement junctions.
The awarded tenderer for the development would also be required to demolish the existing Hougang Central Bus Interchange.

SBS Transit will operate the new Hougang Central ITH, unless the Sengkang-Hougang Bus Package is put up for tender and awarded to a new operator as it is subject to changes. I hope that the new Hougang Central ITH will open around 2030 or 2031 as it is also subject to changes.
