SBS Transit Bus Service 4 is a trunk route running between Tampines Bus Interchange and Changi North Way, passing through Flora Road and Changi North Industrial Estate. Bus Service 4 commenced operations on 17 March 2013 as the 7th bus service under the Bus Service Enhancement Programme (BSEP).

Bus Service 4 provides better connectivity for commuters travelling between Tampines and the Changi North Industrial Estate and its surrounding areas. It enhances connectivity for commuters travelling between Tampines, Flora Road and Changi North Industrial Estate as well as its surrounding areas.
The bus service serves eight new bus stops in Flora Road and Changi North Industrial Estate. It also enhances the connectivity to key transport nodes at Tampines Bus Interchange and MRT, where they can transfer to other bus services or rail lines to reach their destination. In addition, Bus Service 4 improves connection of these areas to amenities within Tampines Town.
Service 4 receives considerable demand from Flora Road, where residents previously heading to Tampines had to rely on a shuttle bus run by ComfortDelGro charging a flat fare of $1.30. In addition, this route helps disperse Service 37’s high peak demand for workers at Changi North Industrial Estate, as well as providing new bus connectivity for industries along Changi North Way.
Double-deck buses were deployed on this service from 17 Aug 2015.

There is a Super high Demand on this Bus Service so the fleet has NO Single-Deckers.
There are still single deckers for this service but it’s very rare to see it
SBS Transit can extend this bus route to cross Japanese school and salvation army and go to Changi airport via the expressway. However, this service will need to stop double decker bus operations if SBST wants to amend this route to Changi airport due to height limits.
Amend, not extend
Actually, Service 4 can also be operated by Go-ahead Singapore like Service 3 which is also from Tampines (even though the reason is because of Punggol) but it loops at a place that is near Changi Village and Service 2 is operated by Go-ahead Singapore.
Like that, also can transfer 29, 59 and 109 (which are in different bus packages)
Number 4 used to ply Bedok to Moulmein Road (loop) then Bedok to St Michael’s in the 70s – 80s.
At one point, it was extended to Tampines Interchange before it was withdrawn.
Actually, the extension to St Michael’s was in the late 80s and the extension to Tampines was in the early 90s.
The then-Service 4 was extended to Pasir Ris for more than two years, between 1990 – 1992. Then, TransitLink “itchy hand”, cut it short to Tampines for a few months, then completely withdraw it in 1993 and changed the route number to 21. The changes were really unnecessary.
