SBS Transit Bus Service 4 is a trunk loop service between Tampines Bus Interchange and Changi North Way, passing through Flora Road and Changi North Industrial Estate. The route commenced operations on 17 March 2013 as the 7th bus service under the Bus Service Enhancement Programme (BSEP).

Bus Service 4 improves connectivity for commuters travelling between Tampines, the Flora Road residential area, and the Changi North Industrial Estate, as well as its surrounding areas. It offers enhanced access to key transport hubs such as Tampines Bus Interchange and Tampines MRT, allowing passengers to transfer seamlessly to other bus services or rail lines for their onward journeys. The service also strengthens connections between these areas and amenities within Tampines Town.
Introduced on 17 March 2013 under the Bus Service Enhancement Programme (BSEP), Service 4 has been particularly beneficial for residents of Flora Road, who previously relied on a shuttle service operated by ComfortDelGro at a flat fare of $1.30 to reach Tampines. Additionally, Bus Service 4 alleviates peak-hour congestion on Service 37 by serving Changi North Street 1 within the Changi North Industrial Estate, while also providing bus connectivity to industries along Changi North Way, which did not have a public bus service previously.
To accommodate high demand, double-deck buses were introduced on Bus Service 4 from 17 Aug 2015.
