Service 400 serves the Marina South and Marina Coastal area with connections to various MRT stations in the area. Before the mass redevelopment of Marina South, much of the area was a park and service 400 provided the bus connections needed. Between 2005 and 2009, it was designated as a Parks Service, serving the former Marina City Park and Marina Padang.

In recent years, the construction of the Circle Line Extension and Downtown Line have diminished the role of Service 400 as a crucial connecting route in the Marina South area. It had demand from shuttling passengers between Tanjong Pagar, Downtown and Marina Bay MRT stations to Marina Barrage and Gardens by the Bay (Bay South) prior to the opening of Gardens by the Bay MRT Station along the Thomson-East Coast Line.

With the End of the On-Demand Public Bus trial, Service 400 was extended to serve Marina South Pier & Marina Bay Cruise Centre along Marina Coastal Drive, merging with Service 402 from 16 June 2019. The operating hours and frequency for Service 400 were also revised.

To facilitate the ODPB Trial from 17 December 2018 to 14 June 2019, Service 400 operated at a frequency of 40 minutes during off peak hours on Weekdays (except Public Holidays). Commuters may book an On-Demand Public Bus (On-Demand Public Bus – Marina – Downtown Area) through the BusNow app.

    Actually, they should consider building an Integrated Transport Hub next to Shenton Way MRT station to replace this bus terminal.

    I do not understand why serive 400 is deployed with full double deck fleets on weekends despite the low demands, always see no more than 10 pax on this route. LTA should consider 400 revert back to full single deck deployments on weekends once the TEL stage 3 opens, while the double deckers put to better use elsewhere.

    Reminds me back of the full double deck fleets on the totally redundant 147E though.

    Service 400’s demand is really low during weekdays, and will probably drop even further when TEL Stage 3 opens in 2022. LTA can consider merging 400 with service 123M and extend it to HarbourFront Int via Cantonment Link, Cantonment Road, Outram Road and Tiong Bahru Road. Imo Shenton Way bus terminal can be anchored by Seletar Bus Package instead.
