401 should be amended to serve the whole stretch of East Coast Park Service Road from Bedok South Avenue 1 until Fort Road in both directions, as the sector in between East Coast Park and Marine Parade can be replaced with a bus stop closer to the Parkland Green underpass, which crosses the ECP and ends up at Parkway Parade and Marine Parade MRT Station. They could make it a covered linkway and widen it to reduce the impact. The stretch in between Marine Parade/Katong and Dakota/Mountbatten is already served by services such as 10, 16, 16M, 31 and 32. From Dakota/Mountbatten to Fort Road/Katong Park you have 30.
Since the section of East Coast Park Service Road in between just past Tanjong Katong Road South and Fort Road is one-way eastbound, westbound 401 can just hop on the ECP. From there, 401 should run towards the city like the trial ~25 years ago and loop at Tomlinson Road, either via ECP (Benjamin Sheares Bridge) -> Rochor Road -> Victoria Street OR Fort Road -> Mountbatten Road -> Nicoll Highway, then Stamford Road -> Orchard Road -> Penang Road -> Somerset Road -> Grange Road -> Orchard Boulevard -> Tomlinson Road -> Tanglin Road -> Orchard Road.
The route via ECP would be preferred as not only is it faster but it also reduces duplication with Service 16/16M and especially Service 14, although the ECP route kind of duplicates Service 36. This extension of Service 401 would really increase connectivity to East Coast Park from the city and other parts of Singapore, bringing in people from the west and north via connections to Services such as 502, 190, 972, 960 etc. This would also help by offering a direct connection for tourists visiting the park from Hotels around the Downtown/Bugis and Orchard area, as well as connecting to the MRT network via Bugis, City Hall, Bras Basah, Bencoolen, Dhoby Ghaut, Somerset, Orchard and Orchard Boulevard, linking it with every single line on the MRT network.
