Bus Service 381 was introduced in 2017 as the seventy-second (72nd) bus Sservice launched under the Bus Service Enhancement Programme (BSEP), operating from Punggol Int and looping at Punggol East. The service mainly serves residents in the Punggol East estates, providing direct links to Punggol MRT/LRT Station as well as other amenities along the route.
In 2026, the service was extended to Punggol Coast Int via Punggol North Ave and New Punggol Rd under the Bus Connectivity Enhancement Programme (BCEP), serving additional amenities such as Oasis Terraces and Punggol Polyclinic along Punggol Drive, while also directly connecting Punggol East with Punggol Coast. With this amendment, Service 381 became the first bi-directional feeder service to serve two bus interchanges.

The Very Very Most Slowest 381 bus I took for the first time
I think 381 will be eventually extended to Punggol Coast int from Punggol East and become a bi-directional service. There are new bus stops along Punggol North Ave near the Waterway BTOs.
