BYD, CRRC, Yutong and Zhongtong to supply upcoming batch of 660 electric buses

660 new electric buses, comprising 360 single-deck and 300 double-deck buses, would be procured, in contracts worth S$322.2 million. Announced by the Land Transport Authority on 15 December 2025, the order has been awarded to four manufacturers across six contracts.

This marks the largest order of electric buses to date in Singapore, as well as the first large-scale purchase of electric double-deck buses.

According to LTA, the contracts also included an option to procure up to 50 more electric buses if needed.

The procurement tender, titled Procurement of Electric Buses (Reference No.: PT602), was published on 14 March 2025. The LTA lists a three-door layout and two wheelchair bays as necessary features for buses supplied under this tender, and double-deck buses must also include two staircases.

The procurement of these electric buses and chargers represents another step towards Singapore’s public transport electrification goals, which aim to have half of all public buses be electric by 2030.

Tender Background

This latest procurement follows the previous tender for 420 single-deck buses under Contract PT601 (Procurement of single deck electric buses), which also focused on expanding Singapore’s electric bus fleet.

The tender, titled Procurement of Electric Buses (Reference no.: PT602), was called on 14 March 2025. The tender closed on 26 June 2025, at 4:00 pm.

The LTA has set forth several critical criteria that potential suppliers must meet:

  • Compliance with Road Traffic (Motor Vehicles, Construction and Use) Rules
  • Right-hand drive electric buses
  • A configuration with one entrance and two exits
  • Low-floor bus interior
  • Provision of two wheelchair bays
  • Two staircases for double-deck bus options (Base Offer 2)

In August 2025, LTA mentioned that new bus purchases (starting from March 2025) will have technological & safety features that aid Bus Captains. These include:

Finally, these buses will also be equipped with new colour electronic display systems at the rear of each bus to give surrounding road users clear visual signals of the bus captain’s intentions, including turning, stopping, and moving off. These features were recommended by the Bus Safety Tripartite Taskforce.

Award Criteria

According to the LTA, tender submissions were evaluated based on a two-envelope process that considered both quality and price. The price envelopes were only opened after the quality evaluation was completed. This approach ensures that LTA awards contracts to tenderers with high-quality and value-for-money proposals. For electric bus tenders, criteria such as the tenderer’s experience, track record, technical specifications of the proposed bus and compliance with local regulations were factored into the quality evaluation. The total life cycle cost was also considered.

All electric bus tenderers awarded were established bus suppliers, all of whom have also precious been awarded electric bus tenders from LTA. Notably, the three winning tenderers for double-deck buses — CRRC, BYD, and Zhongtong — all exhibited double-deck electric buses at the Singapore International Transport Congress & Exhibition (SITCE) 2024 trade show.

Commentary – Winning tenderers

All companies awarded contracts under this electric bus procurement tender have prior experience supplying buses to LTA.

ST Engineering—CRRC

ST Engineering Mobility Services Pte. Ltd., in partnership with Chinese electric bus manufacturer CRRC, was awarded 100 single-deck and 150 double-deck buses in this tender.

ST Engineering has supplied many buses for the Singapore public bus industry in partnership with other manufacturers like MAN and Linkker, including 20 Linkker LM312 electric buses to LTA under Contract PT323, awarded in 2018. The current contract represents a continuation of its role as a systems integrator, this time paired with CRRC.

Earlier electric buses delivered to Singapore under the ST Engineering–CRRC partnership include the CRRC TEG6125BEV03 single-deck bus, and the CRRC eD12 double-deck bus, both of which were introduced as demonstrator units. As of December 2025, the CRRC eD12 double-deck is undergoing trials with Go-Ahead Singapore.

BYD

BYD (Singapore) Pte. Ltd. was awarded 160 single-deck and 50 double-deck electric buses, making it the second-largest recipient in this tender.

BYD is an established electric vehicle manufacturer with a significant existing footprint in Singapore’s public bus fleet. Previous deliveries to LTA include:

In addition, BYD has deployed multiple demonstrator models locally, including the BYD K9RC and BYD B12A03. The manufacturer has also showcased the BYD B12DS three-door, two-staircase double-deck bus at SITCE 2024, tailored for Singapore’s operating conditions.

Cycle & Carriage—Zhongtong

Cycle & Carriage Automotive Pte. Ltd., in partnership with Chinese manufacturer Zhongtong Bus, was awarded 100 electric double-deck buses.

Zhongtong has progressively expanded its presence in Singapore. The manufacturer first supplied a Zhongtong N12 single-deck electric bus as a demonstrator, before being awarded a contract for 120 more Zhongtong N12 (production batch) single-deck buses in 2023, under Contract PT601. Building on this, Zhongtong unveiled its electric double-deck model, the Zhongtong N12D, in 2024.

As of December 2025, the Zhongtong N12D double-deck demonstrator is undergoing trials with Tower Transit Singapore. Design improvements are featured in the updated Zhongtong N12D showcased at Busworld 2025.

Yutong Bus

Yutong Bus, represented by the Yutong International Trade Pte. Ltd. – Yutong Bus Co., Ltd consortium, was awarded 100 single-deck electric buses.

Earlier in 2018, the manufacturer secured an LTA contract (PT323) for 10 single-deck and 10 double-deck electric buses, comprising the Yutong E12 and Yutong E12DD models. Although no double-deck orders were secured this time, the company unveiled the Yutong U12DD double-deck bus in August 2025, also tailored for the Singapore market.

    Too many chinese buses…LTA need to have more variety bus models, they need to buy other brands like: MAN, Volvo, Mercedes, Alexander Dennis, Scania..etc. Stop Relying and Purchasing so many Chinese EV buses, they arent that good. The current BYD & Zhongtong Buses are honestly rubbish. Also can no 3 door on Single deck? The 3rd door is taking away lots of seats, not to mention the battery is also taking some space + 2nd wheelchair bay, interior layout also trash. LTA & their rubbish specs.

      E500EV was already proved they couldn’t handle the long haul routes, KMB was a good example, I heard they’re not happy about it…

      Wright Streetdeck their performance still unknown, they just doing the trials in Hong Kong…

      Volvo haven’t introduced the 3-axle double decker version of BZL, their performance still unknown at all…

      In these conclusions, they still getting “Ah Tiong” product

    Too china friendly. Other countries trying to limit buying china EV buses yet Singapore buy so much. If touch wood something terrible happens like the OTA matters or if china having wars with USA Taiwan South china sea etc or espionage. all the Singapore EV buses will be in the stand still due to lack of spare parts and no public transportation.

      You have a point in your comment. I think the same as you. I think Singapore is going to be the 2nd China if this continues. Singapore is not a business partner with only China. If I am allowed to choose another tenderer, I will choose MAN or Mercedes Benz because these 2 brands have proved to be better in performance. Talking about this, LTA has already made a serious mistake by scrapping a MAN single deck 3-door bus which is in service for only 6 or 7 years. The bus is under the licence plate number of SG4002G and I feel very angry when this bus is found to be scrapped after only 6 years of service!
