The Land Transport Authority has announced plans to call a tender to construct 3 new pairs of bus stops and associated infrastructure along Tampines Expressway on 21 May 2026.
According to a social media post by Ms Sun Xueling (Member of Parliament for Punggol GRC), the bus stops are targeted to be completed by 2030.
Existing & New Bus Stops
Existing bus stops are:
(A) Jalan Kayu / Piccadilly Circus
The existing bus stops at Jalan Kayu (Bef Piccadilly Circus/TPE & Aft Piccadilly Circus/TPE) serve as an important transfer point between bus services along the Tampines Expressway corridor, and bus services to Seletar Aerospace Park, Jalan Kayu, Fernvale, and Yio Chu Kang Road.
(B) Tampines Expressway (Bef Punggol Rd / Aft Punggol Rd)
Opened on 28 August 2014, the pair of bus stops near the Punggol Flyover serves as a key transfer point between bus services that serve the stretch of Tampines Expressway between Punggol and Tampines / Pasir Ris.
Onward destinations from these stops on the Tampines Expressway include Changi Airport, Tampines, Pasir Ris, and Loyang for eastbound buses, and Yishun/Woodlands for westbound buses.
New Bus Stops
The three new bus stop pairs are:
(1) Jalan Kayu Flyover
This new pair of bus stops along TPE will serve the upcoming housing estates of Fernvale Oasis & Fernvale Plains along the future Fernvale Drive.
Current trunk bus services passing by this stretch include:
- 39, 86, 117/117M, 168 & 858
(serving Jalan Kayu / Piccadilly Circus) - 161, 965 & 969
(non-stop along TPE)
(2) Punggol West Flyover
This new pair of bus stops along TPE will serve:
- Punggol:
HDB Matilda Edge & Matilda Court housing estates along Sumang Lane - Sengkang:
Bellewaters & Treasure Crest private housing, HDB Anchorvale Parkview housing estate, & Outram Secondary School along Anchorvale Cres
Current trunk bus services passing by this stretch include:
- 39, 86, 117/117M, 168 & 858
(serving Jalan Kayu / Piccadilly Circus) - 161, 965 & 969
(non-stop along TPE)
(3) Punggol East Flyover
This new pair of bus stops along TPE will serve housing estates & schools along Rivervale Crescent, Punggol Field Walk and Punggol East.
Current bus services passing by this stretch include:
- 3, 27, 34, 88, 89, 89e, 109, 110, 118, 168, 858 & 969
(serving Bef/Aft Punggol Rd)

a bus or bus stop that divert or stop at SLE to serve woodlands south will be appreciated, at least since lta didn’t balance trunks and kept feeders since 1990s even after mrt is built islandwide. WTBI can serve underserved areas of woodlands if they not going west to find yewtee and other mature underserved areas since 171 cannot extend to any further west, maybe due to teck whye lrt excess buses deterrence.
Fernvale stop will have: 86, 117/M, 967*
Matilda stop will have: 86, 110, 117/M, 967*
Punggol East stop will have: 88, 110, 168/A, 967*
No changes to any other bus services.
967 will be extended from Woodlands South to Punggol Coast interchange serving all stops along TPE including existing Piccadilly and Punggol TPE bus stop. It will serve as main transfer route along new and existing TPE bus stops to transfer to other services. It will go via KPE and then turn to Punggol Central and Punggol North to Punggol Coast providing direct connection to flats along Punggol East/Waterway to Punggol Coast.
86 provides connection to Jalan Kayu/Sengkang
117 provide connection to Punggol/Seletar/Yishun
110 to Anchorvale, Buangkok, Changi
88 to Punggol Road/Pasir Ris
168 needs to call at Punggol East to provide connection to Tampines 10. 27/A, 34/A, 118/A already packed and will not be able to take on more pax with additional stop. 168 with DDs can still manage.
With the above 161, 965, 969, 858, 168 (Majorly) will still run express along TPE
I mean I can understand why they’re doing this because of the connectivity of the new flats along the TPE
But if they’re going to nerf the TPE services already, why not bite the bullet and add another stop East of KPE? Currently there’s a gap in connectivity where 53/81 don’t stop at the same stops as the other TPE routes despite travelling on the same stretch of road. Having another transfer stop there will allow for more connections to be made, e.g. 53/81 trf 858/110 for airport, or 969 for Tampines
currently there is no TPE buses from North turning left into Loyang (industrial/changi village/military camps). LTA can consider a TPE route that brings Woodlands/Yishun directly to changi village area.
I think LTA has focused too much on MPs proposal that they failed to perform cost benefit analysis of this implementation. Buses that travel through this corridor are important connections between the North and Northeast/East of Singapore, and TPE is always congested and therefore taking even a small detour to serve these bus stops can increase travelling time significantly. I am also not sure how many of the commuters along these bus stops can board buses like 161 or 858 which are usually full during peak hours.
Some suggestions to mitigate the possible increased in travelling time:
1. Only buses that served the current Jalan Kayu bus stop should serve the Jalan Kayu flyover bus stop since they are only the way. There is absolutely NO reason for 161, 965 and 969 to serve it since Fernvale is already served by 374 / LRT (which removes the need for 161 and 965), and 168 already serves Tampines (removing the need for 969). Same for the Northbound direction, there is 39/858 for Yishun, and 168 to Woodlands.
2. The Punggol East bus stop can follow the suggestion from wellonooby, where 168/858 can skip it since there is already 27/110 to Tampines/Airport. It will be great if there is a bus only lane from this stop to the current TPE bus stop.
3. The Punggol West bus stop has the most potential damage, except for 39/117 which turn in from Punggol Way. All other buses that are going to serve this bus stop are going to get held up by the Punggol Way traffic light. Hopefully LTA can do a survey on which buses are more useful for the nearby residents and plan accordingly. Having all buses to stop there is NOT the ideal solution.
