Cross Island Line Phase 3 announced; 10 km long, 4 new stations

The Land Transport Authority (LTA) and Singapore Land Authority (SLA) announced on 31 July 2026 the finalised alignment and station locations for Cross Island Line Phase 3 (CRL3). This extension completes the western section of the Cross Island Line between the Jurong Lake District and Gul Circle, serving the Jurong Industrial Estate.

CRL3 Details

CRL3 extends the Cross Island Line westward from CR19 in Jurong Lake District to CR23 at Gul Circle, adding four fully underground stations along the way. Two of these will be interchange stations: CR21JS12 Jurong Pier will connect with the future Jurong Region Line, and CR23EW30 Gul Circle will connect to the existing East West Line.

A second CRL depot, roughly 23 hectares in size, will be built at the former Raffles Country Club site to provide stabling and maintenance facilities for the CRL train fleet. It will be co-located with a multi-storey bus depot providing parking, charging and maintenance for public buses — a similar dual-depot approach to other recent LTA rail projects.

Construction is expected to begin in 2027, with the four CRL3 stations targeted to open by the late 2030s. Together with other ongoing rail expansion works, CRL3 will extend Singapore’s rail network to more than 360 km.

Seven industrial properties will be fully acquired to make way for CRL3 and associated road works, with a further eight partially acquired. The SLA has gazetted these acquisitions, and both agencies say they will work with affected parties through the process.

The LTA expects that CRL3 will provide residents and workers in the West with more direct and convenient rail travel options. When CRL3 is completed, commuters travelling to and from the western parts of Singapore using the CRL can expect time savings of up to 50 minutes.


Station Alignments

CR20 station is sited at Jalan Terusan and beside the Ayer Rajah Expressway. It will serve Jurong Lake Gardens, and residential estates at the south end of Taman Jurong, such as Yung Ho Spring and Taman Jurong Skyline.

CR21JS12 Jurong Pier is an interchange station with the JRL. Located along Jalan Buroh, it serves as a gateway to Jurong Island via the nearby Jurong Island Checkpoint.

CR22 station will sit at the eastern end of Gul Circle, near the junction with Gul Way, serving existing and future developments in the Benoi and Gul areas.

CR23EW30 Gul Circle is an interchange station with the EWL.

A note on station names

The LTA no longer publishes working names for stations, instead referring to them by station code. These include DE1 station (DTL) announced in January 2025, and JS2A station (JRL) announced in March 2026.

The names of upcoming Jurong Region Line and Cross Island Line stations have also been retroactively removed from LTA’s website.


Land Acquisition

To facilitate the construction of CRL3 and related road works, the Government will fully acquire seven industrial properties. In addition, eight industrial properties will be partially acquired; these partial acquisitions will largely affect ancillary features such as green verges and boundary fences. The SLA gazetted the acquisition of the affected land on 31 July 2026.

  • Drilmaco (11 Tuas Avenue 6)
  • Completion Products (13 Tuas Avenue 6)

The partially acquired properties are:

  • Trans Auto Logistics (4 Jalan Besut)
  • PowerGas (electrical sub-station owner) (4106M Pt 1 Mukim 6, Along Jalan Buroh)
  • Hankyu Hanshin Properties Singapore (38 Jalan Buroh)
  • Evershine Corporation (19 Gul Way)
  • Woodlands Transport Service (8 Gul Circle)
  • Geodis Logistics Singapore (9 Gul Circle)
  • Continental Steel (100 Gul Circle)
  • LCP Building Products (6 Gul Circle)

Of particular note are properties acquired along Tuas Avenue 6 and Tuas Avenue 8, indicating the alignment of the reception tracks connecting Gul Circle and the new CRL Western Depot.


CRL Western Depot

LTA disclosed that the second CRL depot will be roughly 23 hectares in size and built at the former Raffles Country Club site. This is less than half the size of Changi East Depot, the other CRL depot, which is 57 hectares in size.

It will be co-located with a multi-storey bus depot providing parking, charging and maintenance for public buses — a similar dual-depot approach to other recent LTA rail projects.


Comparison with initial plans; possible shell station

In November 2021, the LTA revealed a system map containing CRL2 and CRL3. The map, which was retracted shortly afterwards, claimed to be ‘conceptual alignments that had not been finalised’.

With CRL2 announced in September 2022, this left five stations on the 2011 map to be announced for CRL3. LTA also mentioned then that CRL3 would be built with ‘at least four stations’.

Looking at the confirmed CRL3 alignment announced in July 2026, four stations have been officially confirmed, with one station being removed between CR21 and CR23. Based on prior soil investigation works, the CRL Construction Blog speculated in 2025 that this station would be built as a shell station under Pioneer Road, and near the junction with Tanjong Kling Road.

    a station removed only to be built as a shell station? maybe they should have skipped a number in the code for that station
