Service 11 was introduced in 1990 to provide bus connections between Kallang MRT Station and Kallang Park. The area around Kallang Park was later developed with the completion of Singapore Indoor Stadium and Kallang Leisure Park. However, the demand for Service 11 remained low, as people used their own means of transport to get to Kallang Park. Furthermore, it was within walking distance of Mountbatten Road which had much better bus connections.

With the opening of Stadium MRT Station in April 2010, commuters preferred using the Circle Line to get to Kallang Park. The route continued to operate with very little demand, at frequencies up to half an hour until the Bus Service Enhancement Programme (BSEP) in 2014.

In 2014, Service 11 was extended to loop at Rhu Cross via Tanjong Rhu under the BSEP. The route continued to serve Stadium twice in a single trip; towards Tanjong Rhu and towards Lorong 1 Geylang, and call at different bus stops along Stadium Crescent/Stadium Walk in different directions. It was made to serve both stops in both directions from 23 April 2017.

In my opinion, a roadside bus terminal should be constructed at Tanjong Rhu, the following services should be amended:

Service 11 (Tanjong Rhu Terminal – Rochor Canal Road (LOOP))
via Rhu Cross, Tanjong Rhu Road, Stadium Way, Stadium Walk, Stadium Boulevard, Mountbatten Road, Sims Way, Geylang Road, Lorong 1 Geylang, Upper Boon Keng Road, Boon Keng Road, Kallang Bahru, Lavender Street, Jalan Besar, Rochor Canal Road, Serangoon Road, Lavender Street, Kallang Bahru, Boon Keng Road, Upper Boon Keng Road, Lorong 1 Geylang, Sims Avenue, Sims Way, Mountbatten Road, Stadium Boulevard, Stadium Walk, Stadium Crescent, Stadium Way, Tanjong Rhu Road, Rhu Cross

Service 15 (Pasir Ris Interchange – Tanjong Rhu Terminal)
Extension via Amber Road, Mountbatten Road, Crescent Road, Meyer Road, Tanjong Rhu Road, Rhu Cross

Service 158 (Serangoon Interchange – Tanjong Rhu Terminal)
Amend to a bi-directional route, and amend to Kampong Arang Road, skipping a section of Tanjong Rhu Road and Fort Road

Extending Service 11 to Rochor Canal Road will have many key benefits.
Firstly, it would enable a direct link from Tanjong Rhu to Little India, which would be very useful to the Indian diaspora living in Tanjong Rhu.
Secondly, it would also enable an alternative pathway in between Serangoon Road and Kallang MRT/Sims Avenue, relieving the very high demand on Service 67 in this sector.
Thirdly, looping at Rochor Canal Road would not only help increase accessibility to both sides of Little India, but also enable Service 23 to be extended somewhere else like Marina Centre, Kampong Bahru or Shenton Way, effectively replacing Service 23’s unique sector.
Fourthly, Service 11 will become a very important link between the MRT lines in the region, since it would connect Tanjong Rhu (TEL), Stadium (CCL), Kallang (EWL), Bendemeer/Jalan Besar (DTL East), Rochor (DTL West) and Farrer Park (NEL).
Finally, this would connect Stadium-goers to the DTL and NEL, as well as other bus services from bus stops along Kallang Bahru, Jalan Besar, Rochor Canal Road and Serangoon Road.

Extending Service 15 and 158 to Tanjong Rhu Terminal would give two common benefits, and two and one benefits unique to Service 15 and Service 158 respectively.
Firstly, it would enable Service 15 and Service 158 to have a proper terminal at one end, allowing the currently bunching-prone services, especially so for Service 15, to help even out frequencies.
Secondly, this would enable drivers on Service 15 and Service 158 to have a break after running the route, aligning with the LTA’s new policy of reducing running times to better driver welfare.
Extending Service 15 to Tanjong Rhu via Meyer Road would create a not only create a backup Service to the TEL in between Tanjong Rhu and Marine Parade, but also enable residents on Meyer Road to easily access other buses at Marine Parade, as well as the TEL at Katong Park/Tanjong Rhu, acting as a local service which assists the elderly as well as children who no longer need to walk to the nearest bus stops along Mountbatten Road or to Katong Park MRT station.
Service 158 being amended via Kampong Arang Road would add doorstep connectivity to the many elderly residents of Kampong Kayu Estate. Commuters using the bus stops skipped can easily walk a little more towards the new Service 158 stops, and no transfer opportunities will be lost with this amendment. Service 158 can turn left onto Mountbatten Road via Kampong Arang Road, and can turn into Kampong Arang Road by turning right at the junction of Mountbatten Road and Fort Road, before turning left.

Do feel free to add any suggestions or inputs on my ideas!

Looks like it was a mistake on the EDS unfortunately, very likely the driver wanted to input the code “1111” which is for Off-Service, but mistakenly inputted “0111”, which is the code for Service 11. I have similarly seen a B9TL with the EDS saying Service 111 on Upper East Coast Road, where the driver probably inputted “1112” by accident.
