Upon its introduction, this service caters to residents of new HDB BTO housing estates in Tampines North, including Tampines Greenglade, Tampines Greenglen, and Tampines Greencrest, via newly constructed bus stops along Tampines North Drive 1 and Tampines Street 64.

Notably, Bus Service 296 is the first public bus to serve within Tampines Retail Park (IKEA, Giant & Courts), with a new bus stop directly outside IKEA Tampines. Previously, the retail park was only accessible via Tampines Retail Park shuttle bus services, or other bus services along Tampines Avenue 10. Commuters travelling to and from industrial buildings at T-Space and BHCC Space along Tampines North Drive 2 also benefit from new bus stops constructed outside these buildings.

An upcoming bus stop outside of Giant along Tampines North Drive 2 (B13) is also constructed for Service 296 to serve in the future.
