StarCharge Awarded Electric Bus Charging System Contract BD405

On 8 October 2026, the Land Transport Authority (LTA) announced on social media that it had awarded Contract BD405 – Electric Vehicles Charging System for Electric Buses to Starcharge Energy Pte Ltd.

The contract involves the progressive deployment of electric bus chargers, including high-power 720kW liquid-cooled chargers, at the following locations from 2028:

The charging infrastructure will also incorporate a Charging Station Management System (CSMS) to optimise charging based on bus deployment schedules, providing greater operational flexibility.

The total number of 720kW chargers to be deployed under Contract BD405, as well as their distribution across the four locations, was not disclosed by LTA at the time of the contract award.


Tender Observations

Chinese EV charger manufacturer StarCharge was previously involved in LTA’s first major procurement exercise for electric bus charging systems in 2023, serving as the charger original equipment manufacturer (OEM) under Contract BD401A, which was awarded to the Busways–Shell consortium. Its 360kW chargers have already been installed at Sengkang West and East Coast Bus Depots, as well as Punggol Coast Bus Interchange under a subsequently exercised contract option.

Unlike the earlier procurement exercise, where contracts were awarded to engineering contractors and consortiums, Contract BD405 saw the direct participation of charger OEMs such as StarCharge and XJ Electric Corporation, who both placed bids. Charger OEMs were also represented through bids by other contractors, notably Shell Singapore’s base bid, which proposed StarCharge charging systems despite the independent participation of StarCharge in the same tender.
