City Direct Service 648 offers residents of Woodlands improved connectivity to Dhoby Ghaut, Bras Basah, and the Central Business District. The route plies express along the Seletar Expressway (SLE) and Central Expressway (CTE), providing a direct bus alternative to commuters who would otherwise rely on the rail network and feeder buses.

As a City Direct service, it operates only on weekdays (except Public Holidays), with unidirectional City-bound trips in the mornings, and return trips towards the heartlands in the evenings.

The route was launched on 15 June 2026, as a renumbering of Express Bus Service 951E, which was discontinued on the same day. The route was also amended to serve Woodlands Avenue 6, with no changes to existing departure timings.

If the eve of Christmas, New Year’s Day, and Chinese New Year fall on a weekday, evening peak departures will be brought forward to the afternoon. Revised departure times will be provided by the operator closer to the affected date.
