HarbourFront Bus Interchange

HarbourFront Bus Interchange is a bus station in the south of Singapore. Located along Seah Im Road, just off Telok Blangah Road, the terminal serves various retail and commercial developments in the HarbourFront area.

The interchange is built next to Seah Im Food Court and HarbourFront MRT Station (Exit A). It was formerly known as the World Trade Centre Bus Terminal.

The terminal:

HarbourFront Bus Interchange is a small bus interchange located at HarbourFront, at the foot of Mount Faber. It is bordered by Seah Im Road on the west edge and Seah Im Food Court on the south edge.

The terminal has a single vehicular entrance and exit along Seah Im Road, and all berths are right-angled (or end-on) berths, which are used for both the parking of buses and the boarding/alighting of passengers. There are multiple pedestrian access routes: one leading to HarbourFront MRT station along the east edge, another leading to Seah Im Road on the west edge, and several leading to Seah Im Food Court which is built just adjacent to the interchange.

The interchange remains largely unmodified, but recent upgrading works in 2011/2012 have made all berths accessible to wheelchair boarding and alighting, and given the interchange a fresher look as a whole.

In Year 2011/2012, the terminal was renovated with wheelchair ramps for every bus bay, for the convenience of wheelchair-bound passengers. In 2016, additional TV screens were installed at selected bus berths.

A pedestrian overhead bridge spans across Telok Blangah Road, linking the interchange to bus stops across the road, the Bank of America Merrill Lynch building, the HarbourFront Tower One building and the HarbourFront Centre building.

Historical Background

World Trade Center Bus Terminal came into operation in January 1985 with bus services CBD 1, 84, 93, 100 and 163 and provides direct links to Upper Serangoon, Serangoon Gardens, Jalan Kayu, Yio Chu Kang, Paya Lebar, Aljunied, Farrer, Queensway and Orchard Road.

Apart from trunk services, Parks Services 408 and 409 were also introduced to Labrador Park and Mount Faber Park respectively. However, both 408 and 409 was withdrawn in 2016 and 2013 respectively.

    HarbourFront Bus Interchange is already relatively old, and there is a strong case for replacing it with a modern Integrated Transport Hub (ITH).

    One possible site for the new ITH is the previously developed land directly east of the existing bus interchange. This area, including the existing surface car park and vacant land, could provide approximately 21,732 m² of land. An important advantage of using this site is that it has already been developed. Therefore, there would be no need to clear forests or destroy large areas of natural vegetation in order to construct the new interchange.

    For comparison, Joo Koon ITH serves 10 bus routes, which is similar to HarbourFront Bus Interchange, and occupies approximately 19,715 m² of land. This suggests that the 21,732 m² site east of HarbourFront Bus Interchange would be large enough to accommodate an ITH of a similar scale.

    The new interchange could also be designed so that its driveway connects to HarbourFront Walk. This would allow buses to enter and leave the ITH efficiently while making effective use of the available land.

    There are several practical matters that would need to be addressed before construction could begin. For example, the parking spaces at Marang Road Car Park would need to be replaced elsewhere. If necessary, the artefacts at Marang Cemetery could also be carefully relocated to Lim Chu Kang Cemetery. Once these matters have been resolved, construction of the new ITH could begin.

    Another advantage of this proposal is that the existing HarbourFront Bus Interchange would not need to be replaced immediately. It could first be renovated to keep it in good condition, allowing it to continue serving passengers while the new ITH is being constructed. This would also avoid the need to build a temporary bus interchange.

    Once the new HarbourFront ITH is completed, the bus services could then be transferred to the new facility. The existing interchange could subsequently be redeveloped.

    Overall, constructing a new HarbourFront ITH on the previously developed land east of the existing interchange appears to be a practical and environmentally responsible solution. It would make use of land that already has human development while avoiding the need to clear forests for the project.

    From July 2026 onwards, HarbourFront Int will have all 4 bus operators under its roof after GAS takes over service 65.
