Serangoon–Eunos Bus Package put up for Tender

The Land Transport Authority (LTA) has called a tender for the Serangoon–Eunos Bus Package on 19 December 2025, under Contract BC802Bus Contracting – Serangoon-Eunos Bus Package.

As part of the Bus Contracting Model implemented in 2016, the LTA entered into a Negotiated Contract with SBS Transit to operate bus services under the Serangoon–Eunos Bus Package for an initial 9-year duration, ending in 2025. In November 2021, this contract was further extended for an undisclosed duration, as part of an LTA–SBS Transit Framework Agreement that saw the Downtown Line transition to the New Rail Financing Framework (Version 2). This extended duration is now confirmed to be 1 year and 9 months, with the start of the new Tendered Package term in June 2027.

Anchor Bus Depot Kim Chuan Bus Depot

The upcoming tendered package term excludes Express Bus Service 506 (Jurong East ↔ Serangoon), thereby revising the total number of bus services from 27 previously to 26. Buses will be based at the new Kim Chuan Bus Depot, which is slated for completion in 2026.

The LTA stated that this contract is expected to be awarded in Q3 2026, with the bus package to be served by approximately 410 buses.

    To maintain operational parity among Singapore’s bus operators, the Land Transport Authority (LTA) should consider awarding the Serangoon-Eunos Bus Package and the management of Kim Chuan Bus Depot to Tower Transit Singapore. This move would align with existing precedents where SBS Transit, SMRT Buses, and Go-Ahead Singapore manage the Sengkang West Bus Depot (Sengkang-Hougang Bus Package), Gali Batu Bus Depot (Choa Chu Kang-Bukit Panjang Bus Package), and East Coast Bus Depot (Tampines Bus Package), respectively.

    506 likely to be shifted to Clementi package.

    Kim Chuan does not have E-bus chargers? Don’t see any mention of it apart from MDDEP (TTS), SWDEP (SBST), GBDEP (SMRT) and ECID (GAS).

    Given how ECID was awarded to GAS just because LTA wanted each operator to operate E-bus at scale, chances are SBST will retain Eunos-Serangoon now, by area (Northeast).

    Perhaps that’s why Sengkang-Hougang not tendered yet, because the services in that package literally goes all over the place (YCK, Jurong east, Bukit Merah, Changi Airport, Woodlands, Bedok, Harbourfront, Kent Ridge, Toa Payoh to name a few). Would had been a logistical nightmare.

    UPD will still likely be SBST forever owning to 160 and 170, which alot of services under dual control in SWDEP shares with UPD.

    3/27 (11%) of the bus routes in this package travel to the west. They are:

    105 (Jurong East), 154 (Boon Lay), 506 (Jurong East).

    The depot is at Hougang/Kim Chuan. To ensure economic effectiveness, should let the above bus routes be dual depot control. Only SBST, SMRT and TT are able to do this, because they got existing package in the west.

    East is primarily still majority SBST. Jurong East already majority TT, if 506 and 105 also TT this will give TT a super majority in Jurong East.

    Therefore, should let SMRT operate this bus package, to achieve two features:

    1. Dual depot control for 154, 105 and 506 (Soon Lee and Kim Chuan).

    2. Increase SMRT’s precense in the east. TT with Sembawang-Yishun already have substantial precense in the east. SBST and GA don’t need to say. Should let SMRT use this opportunity to establish a substantial precense in the east.

      Amendment: 506 exclusion from the bus package.

      Only got two possibilities:
      1. Will be withdrawn.
      2. Going to another package.

      More likely will be withdrawn. This bus service is nolonger useful ever since its critical mass at Bedok area was removed.

      TT 854 ends at Bedok, 966 loop at Marine Parade and only 969 at Tampines…
      105 and 154 still can KC/BU even though Bulim will move 3. 7 km more to Tengah in future.
      SMRT better don’t la… They can jolly well concentrate their Northwest and North svc.. 61 & 67 also might be shortened in future.

    Prediction
    1=Tower Transit SG but will lose Mandai in 2028.
    2=Go Ahead SG but will lose Loyang.
    3=New European operator and Tower Transit will lose both Bulim and Mandai in 2028.
    4=SBST to retain but will lose either Bedok or Clementi in future.
    5=SMRT possible but low chance.
