PT212 – Jurong West Bus Package (Negotiated Contract Term: 2016 to 2024):
In the full industry transition to the Bus Contracting Model effective September 2016, LTA entered into a Negotiated Contract with SBS Transit. This arrangement permitted SBS Transit to continue operating bus services under the Jurong West Bus Package until the package could be tendered out. This arrangement would eventually last for 8 years, with a Tendered Contract term to start in September 2024.

Jurong West Bus Package – Negotiated Contract (PT212) Timeline
- 2016 (11 Aug): Jurong West Bus Package mentioned as one of 11 Negotiated Contract (NC) Packages, and operated by SBS Transit.
- 2017 (18 Jun): Bus Service 256 removed from the bus package following the withdrawal of the bus service.
- 2020 (08 Apr): Bus Services 502 & 502A temporarily suspended due to Singapore COVID-19 Circuit Breaker Measures.

I was looking through the Jurong West fleet breakdown, and it looks like 57 of the buses—roughly 16.5% of the total 345-bus fleet—will reach their statutory expiry date before our current package contract wraps up on 31 August 2029.
The ones scheduled to be retired are strictly the older Volvo B9TL double-deckers. That actually explains why so many of them are still driving around in the old SBS Transit livery—it just didn’t make financial sense to repaint buses that are heading for retirement so soon anyway.
The good news is that the retirement timeline is pushed toward the very end of the contract. We don’t have any retirements at all from 2024 through 2026, and then we’ll see 5 buses retired in 2027, 14 in 2028, and the final 38 in 2029. Since nothing drops off until 2027, we don’t really need to kick off formal replacement planning until late 2027.
To bridge the gap before the contract ends, we can bring in existing diesel double-deckers that still have remaining statutory life. Older models like the ADL Enviro500s (E500)—which were previously only used by SMRT and haven’t run on the Jurong West package yet—would be ideal candidates. Since these Euro V units don’t hit their lifespan limits until 2031 onwards, they’ll give us more than enough runway to cover for the outgoing Volvos.
